Winnipeg, MB – The City of Winnipeg has launched an “end-to-end” review of its development review process as part of the Housing Accelerator Fund program. The review is expected to result in recommendations and procedural improvements that will make the development review process more efficient and easier to navigate for applicants.
The City awarded a consultant contract to KPMG through an open RFP process to conduct the “end-to-end” review. The consultant will examine every step – from application to approval – by engaging with City departments and external stakeholders involved in the development review process.
The “end-to-end” review is expected to help achieve the City’s goals under the Housing Accelerator Fund to increase the supply of residential units and better support future housing development in Winnipeg.
“We want a development review process that works better for everyone: homebuilders, businesses, and residents,” said Mayor Scott Gillingham. “This is about making the process simpler, faster, and more customer-friendly so we can support new housing and grow our economy.”
“This is an opportunity to see where we can be doing better as a City,” said Evan Duncan, Chairperson of the Standing Policy Committee on Property and Development. “I will work towards finding more efficient, simpler ways for Winnipeggers to apply and be issued permits. Simpler processes help staff do their jobs faster, which means shovels are in the ground sooner on homes and development.”
The consultant will be examining all aspects of the development review process in the coming months and present a report to the City with findings and recommendations by the end of the year. Internally-led improvements already underway will also proceed throughout the year.
