WINNIPEG, MB - Yesterday, an individual wrote an open letter to Council about City procurement practices. Senior City officials have reviewed the letter in detail.
After reviewing the letter, it is clear that the letter is based on assumptions and inaccurate information.
At the heart of the errors in the letter are statements around the $100,000 delegated authority that relates to consulting contracts. The contracts referred to are not consulting contracts where advice and recommendations are given; they are direct service contracts for project management.
It is unfortunate that information provided by the City in a transparent, public forum has been manipulated and misinterpreted in this way. Stringent policies and procedures are in place to protect taxpayers in the delivery of major capital projects. These policies have been followed, to ensure taxpayers' funds are used in the most efficient and effective means, to manage projects on time and on budget.
