Property Crime Unit investigation leads to arrest of prolific retail theft suspect: C25-289758

On December 1, 2025, following an investigation by the Property Crime Unit, investigators arrested and charged 40-year-old Ryan Joseph CAMPBELL in relation to a string of thefts from retail stores from March 18 to December 1.

Synopsis of incidents:

  • March 18: A man attended a grocery store in the 600 block of Osborne Street and stole food product valued at $100.
  • April 27: A man attended a grocery store in the 600 block of Osborne Street and stole food product valued at $400.
  • May 3: A man attended a grocery store in the 600 block of Osborne Street and stole food product valued at $700.
  • May 11: A man attended a grocery store in the 600 block of Osborne Street and stole food product valued at $450.
  • May 29: A man attended a retail store in the 1900 block of Abinojii Mikanah Boulevard and stole merchandise valued at $1,116.
  • June 12: A man attended a retail store in the 1700 block of Kenaston Boulevard and stole merchandise valued at $700.
  • June 19: A man attended a retail store in the 1600 block of Kenaston Boulevard and stole merchandise valued at $2,400.
  • July 18: A man attended a retail store in the 700 block of Empress Street and stole merchandise valued at $500.
  • August 7: A man attended a retail store in the 800 block of Leila Avenue and stole merchandise valued at $2,422.
  • October 3: A man attended a retail store in the 700 block of Empress Street and stole merchandise valued at $1,845.
  • October 18: A man attended a grocery store in the 500 block of Mountain Avenue and stole meat products valued at $200.
  • October 20: A man attended a retail store in the 1900 block of Abinojii Mikanah Boulevard and stole merchandise valued at $1,500.
  • October 28:  A man attended a retail store in the 800 block of Leila Avenue and stole two pressure washers valued at almost $2,000.
  • October 29: A man attended a retail store in the 700 block of Empress Street and stole merchandise valued at $554.
  • October 31: A man attended a retail store in the 700 block of Empress Street and stole merchandise valued at $1,740.
  • November 4: A man attended a retail store in the 700 block of Empress Street and stole merchandise valued at $2,575.
  • November 24: A man attended a retail store in the 700 block of Empress Street and stole two snowblowers (unknown value).
  • November 25: A man attended a retail store in the 700 block of Empress Street and stole a snowblower valued at $3,000 returning a short time later to steal a second snowblower valued at $1,300.
  • December 1: A man attended a retail store in the 700 block of Empress Street and stole various tools valued at $1,600.

Investigators determined the total value of stolen merchandise at over $25,000, of which $5,355 was recovered.

Property Crime Unit investigators identified CAMPBELL as a suspect and linked him to all the above-mentioned incidents. On December 1, West District General Patrol officers arrested him in the 300 block of Pacific Avenue.

CAMPBELL was arrested and charged with four counts of Theft Under and on the strength of five arrest warrants.

CAMPBELL was detained in custody.
