Community Support officers arrest two men after reports of drug dealers operating near temporary residences of evacuees: C25-153474

On the evening of July 6, 2025 officers with the West District Community Support Unit arrested a young adult for selling drugs in the 1700 block of Wellington Avenue after tips from the community that drug dealers were focusing illegal activities at evacuation sites.

Officers began an investigation and watched what they believed to be several drug transactions in the area involving occupants of a passenger vehicle. At 9:25 p.m., officers stopped the vehicle in the 1700 block of Sargent Avenue and arrested the driver. During the arrest, they found $820 cash, 3 grams of cocaine, and a drug line (cell phone).

Farhan Hassan ARAB (18) has been charged with trafficking cocaine, possessing proceeds of crime under $5000, and breaching his Undertaking. He remains in custody.

Caue Ramos MARTINS (21) was identified as a passenger during the drug transactions and has been charged with trafficking cocaine and possessing proceeds of crime under $5000. He was released on an Undertaking.

We are working closely with community partners, including NGOs and service providers to promote a safe environment for thousands of evacuees now staying in our city. Additional officers and resources are in place specifically to support this effort.

It’s still unclear how long the evacuation will last, but no matter what — we’re here for you. Our priority is to make your time in Winnipeg as safe as possible.
