On March 28, 2023, the Winnipeg Police Service assisted Manitoba Finance Special Investigations Unit investigators in inspecting a retail business in the City’s North End concerning a Liquor, Gaming, and Cannabis Control Act (LGCCA) investigation.
Investigators, assisted by North District General Patrol officers, attended the business in the 600 block of Alfred Avenue to conduct an inspection. The suspect (owner/operator) was not present during the inspection.
The following items were seized as evidence and turned over to the Winnipeg Police Service:
- Bear Spray Cannisters (full) x 18
- Bear Spray Cannisters (partial) x 3
- Packaged Cannabis products (Estimated Street Value = $1570.00)
Per Canadian Federal Regulations, the cannabis products were not labeled for sale, and the business was not licensed to sell cannabis or bear spray. On March 29, arrest warrants were issued for the suspect.
On April 7, officers attended a residence in the first 100 block of Castle Ridge Drive, where they located the suspect and placed her under arrest on the strength of the warrants.
A 28-year-old female from Winnipeg is facing the following charges:
- Possession for the Purpose of Selling Cannabis (Criminal Code/Cannabis Act)
- Unauthorized Sale of Cannabis (LGCCA)
- Possess Cannabis not Packaged, Labelled, and Stamped in Accordance with Federal Requirements (LGCCA)
- Purchase a Restricted Pesticide Containing Capsaicin, and fail to complete and sign a declaration in the form set out in Form 7 of the Schedule (Pesticides and Fertilizers Control Act)
- Possession of Cigarettes etc. not Manitoba Marked (Tobacco Tax Act)
She was released on an Appearance Notice as mandated by the Criminal Code.
