Earlier this year, community partners came together to address concerns related to open drug use, public disorder, victimization, and criminal activity in Winnipeg's downtown. Since then, the initiative has evolved into a coordinated effort involving law enforcement, outreach organizations, and other community partners, all working toward the shared goals of improving community safety and connecting vulnerable individuals with supports.

Through a combination of proactive engagement, enforcement, and support-oriented interventions, partners have worked together to enhance community safety while helping individuals access services that support their health and well-being.

Between the dates of August 7 – October 6, 2026, community organizations participated in 14 joint outreach/enforcement dates. Data for these dates includes:

  • Individuals supported into Main Street Project detox programs - 10
  • Warm hand-offs to support services – 48
  • NARCAN kits distributed – 553
  • Engagements conducted by community outreach organizations – 3,758

A key component of the initiative has been the close collaboration between police officers, outreach workers, and community organizations. Through these partnerships, individuals have been offered access to harm reduction services, detox programming, shelter resources, healthcare support, and other community-based services.

At the same time, enforcement efforts have focused on individuals involved in criminal activity, including those with outstanding warrants and those failing to comply with court-imposed conditions. During the same 14 outreach/enforcement dates between August 7 – October 6, 2026, WPS compiled the following data:

  • Total arrests – 55
    • 43 Warrants and/or Breaches
    • 3 Possession of a Scheduled Substance
  • Individuals transported to Protective Care Centre – 2
  • Referrals
    • DCSP – 117
    • Main Street Project – 33
    • Supervised Consumption Site – 16
    • Other support services - 4

The initiative remains focused on a balanced approach that combines enforcement, engagement, and support to improve safety and well-being throughout Winnipeg's downtown community. Partners will continue to monitor trends, share information, and coordinate responses to emerging issues in the downtown area. The WPS thanks everyone involved in this initiative to improve public safety for all Winnipeggers.
