The Winnipeg Police Service’s Property Crime Unit has charged 42-year-old Roger Franklin SINCLAIR in connection with a series of retail thefts across Winnipeg.

Investigators linked SINCLAIR to retail thefts reported between September 4 and October 1, 2026:

  • September 4: a man entered a retail store in the 900 block of Leila Avenue; selected clothing valued at $300 and exited the store without paying.
  • September 12: a man entered a retail store in the 900 block of Leila Avenue; selected clothing valued at $150 and exited the store without paying.
  • September 13: a man entered a retail store in the 900 block of Leila Avenue; selected clothing valued at $240 and exited the store without paying.
  • September 14: a man entered a retail store in the 500 block of London Street; selected clothing valued at $200 and exited the store without paying.
  • September 24: a man entered a retail store in the 1400 block of Portage Avenue; selected a duffle bag valued at $65 and exited the store without paying. The same suspect re-attended the store approximately 20 minutes later, selected clothing valued at $240 and exited the store without paying.
  • September 27: a man entered a retail store in the 1400 block of Portage Avenue; selected clothing valued at $400 and exited the store without paying. The suspect threatened a security guard who attempted to intervene stating he had a knife.
  • September 29: a man entered a retail store in the 1400 block of Portage Avenue; selected clothing valued at $770 and exited the store without paying. The same suspect re-attended the store later in the day, selected clothing valued at $475 and exited the store without paying.
  • September 30: a man entered a retail store in the 1400 block of Portage Avenue; selected clothing valued at $262 and exited the store without paying.

On October 1, at approximately 2:00 p.m., a suspect selected clothing valued at $162 from a store in the 1400 block of Portage Avenue and left the store without paying. Loss Prevention personnel contacted police.

Attending West District Community Support Unit officers located the suspect nearby and arrested him without incident and turned him over to Property Crime Unit investigators.

All incidents were captured on the retailer’s security cameras and reported to police. The total loss incurred by the retailer is estimated at $3,264. Through the investigation, investigators linked SINCLAIR as a suspect in all the above-mentioned incidents.

SINCLAIR is charged with ten counts of Theft Under $5,000 and Robbery. He was detained in custody pending further court proceedings.
