A 67-year-old man received multiple provincial offence notices after the Winnipeg Police Service investigated a report of a large German Shepherd left unattended in a vehicle in a grocery parking lot in the 600 block of Osborne Street.
On July 29, 2026, at 1:00 p.m., West District General Patrol officers responded to a grocery store parking lot in the above-mentioned block, where they learned that the involved vehicle had already left.
Through their investigation, officers learned that at approximately 1:00 p.m., a man attended the above-mentioned parking lot, parked, and entered the store, leaving his dog inside the vehicle. Several concerned bystanders provided the thirsty, distressed dog with cold water through a slightly open window. At one point, the driver confronted the bystanders and returned to the store to shop. Bystanders continued to provide the dog water while its owner continued with his shopping.
When the owner returned to his vehicle, he continued to be belligerent with bystanders before striking one with his vehicle, reversing into a parked pick-up truck and fleeing the area at a high rate of speed.
Officers identified the driver and subsequently attended a residence in the Lord Roberts neighbourhood where they located the German Sheppard tied in the backyard. Officers were met by the belligerent 67-year-old male.

- Parking where Prohibited
- Fail to Exchange Particulars
Animal Care Act
- Inflict suffering, anxiety, distress upon an animal
- Fail to ensure adequate source of food or water for an animal
- Fail to provide an animal with reasonable protection from injurious heat or cold
