On July 29, 2026, members of the Winnipeg Police Service arrested a male wanted on a Canada-wide warrant, after observing him operating an electric scooter erratically in the city’s North End. A loaded firearm was seized during the arrest.
Shortly before 8:00 p.m., North District General Patrol officers observed 22-year-old Owen Lucas PISTUN operating an electronic scooter travelling southbound on Salter Street and between Salter and Redwood Avenues. PISTUN could be seen weaving in and out of lanes causing traffic to slow down and creating a traffic hazard.
As officers attempted a traffic stop in the 200 block of Salter Street, PISTUN fled on foot but was quickly apprehended by police. During the arrest, PISTUN was observed reaching into a body worn satchel prompting the deployment of a conducted energy weapon (Taser) in order to safely take PISTUN into custody.
Property Seized
As a result of a subsequent search of PISTUN, the following property was seized by officers:
- Loaded Glock 26 9mm handgun with a 15-round overcapacity magazine with 12 rounds (located in satchel)
- 4.5 Percocet pills
- Approximately $1,300 CDN currency
PISTUN was also arrested on two warrants of arrest, one for being unlawfully-at-large and the other being a Canada-wide parole revocation warrant.
Charges
PISTUN is charged with the following offences:
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon, Firearm Part or Ammunition Contrary to Prohibition Order (three counts)
- Resist Peace Officer
- Possession of a Scheduled Substance for the Purpose of Trafficking
- Possession of Proceeds of Property Obtained by Crime Under $5,000
PISTUN was also issued a ticket under the Highway Traffic Act for careless driving.
PISTUN remains in custody.
