The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding MARINUS WILLEMSE, 59 years of age, a convicted sex offender who is considered a high risk to re-offend in a sexual/sexually violent manner against adult females, and both male and female children.

WILLEMSE was released from custody on May 28, 2026, in British Columbia, but is expected to be take up residence in Winnipeg. 

WILLEMSE has served three federal penitentiary sentences.  He has been arrested within approximately one month after every release.

After serving a global 20-year sentence for abduction of person under 14 years of age, use firearm during commission of an offence, forcible confinement (2 counts), assault with weapon, disguise with intent, assault with intent to steal, utter threats, and breach of recognizance (2 counts), he was released in 2022. Within one month, WILLEMSE was arrested for uttering threats and possession of weapons. He remained in custody serving sentences for uttering threats (3 counts), possession of weapons, and breaches of court orders (2 counts). In February of 2026 he was released but was taken back into custody on March 16th, 2026 until his most recent release on May 28, 2026, in British Columbia. 

Upon release, WILLEMSE will be subject to a lifetime order which prohibits him from:

  • Attending public parks, public swimming areas where persons under the age of 14 years are present or can reasonably be expected to be present; or a day care centre, schoolground, playground or community centre;
  • Seeking, obtaining or continuing any employment, or being a volunteer, that involves being in a position of trust or authority towards persons under 14 years of age;

WILLEMSE has a history of violent and sexual offences. Although he participated in some treatment programming in the past, WILLEMSE is still considered high risk to re-offend in a sexual and/or sexually violent manner.  Female adults and all children, both male and female, are at risk.

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. WILLEMSE will not be tolerated.

Background Information:

Marinus WILLEMSE is a 59 year-old male with a lengthy criminal record including convictions for abduction of person under 14 years of age, forcible confinement (2 counts), attempt abduction (2 counts), robbery (2 counts), kidnapping, sexual assault with a weapon (2 counts), use firearm during commission of offence (3 counts), wear disguise with intent, break and enter commit offence, assault peace officer (2 counts), assault with intent to steal, utter threats (3 counts), possession of weapons, and breach of recognizance (4 counts).

WILLEMSE has served three federal penitentiary sentences.  He has been arrested within approximately one month after every release.  After serving a global 20-year sentence for abduction of person under 14 years of age, use firearm during commission of an offence, forcible confinement (2 counts), assault with weapon, disguise with intent, assault with intent to steal, utter threats and breach of recognizance (2 counts), he was released in 2022.  Within one month, WILLEMSE was arrested for uttering threats and possession of weapons. WILLEMSE’s offences before the global 20-year sentence (released in 2022) occurred in November 1999. On November 9, 1999, WILLEMSE tried to lure two girls, aged 6 and 10, playing alone at a playground, by asking for help to find his wallet and offering them money if it was found. He led the girls to a secluded area, behind a garage. He exposed himself and the girls ran away. On that same day, WILLEMSE forced his way into a vehicle belonging to a mother and her 8-year-old daughter leaving the shopping mall. He held a knife to the child’s head, threatening to kill her if the mother did not cooperate. The mother and daughter managed to escape. Three days later, on November 12, WILLEMSE committed other offences while wearing a balaclava, tried to rob a lone female clerk at a video store, tying her up, and threatening to shoot her if she did not cooperate. When a customer entered the store, WILLEMSE fled. He was arrested at the time for the three incidents.

On October 26, 2001, WILLEMSE was convicted of the nine offences respecting the three incidents and given a global sentence of 20 years (in addition to 2 years pre-trial custody credit). He received an additional four months on April 9, 2021, for threatening his parole officer in advance of a parole hearing. 

Previously, in April 1989 WILLEMSE received a global sentence of ten years for robbery, kidnapping, sexual assault with weapon, and use firearm during commission of an offence when he sexually assaulted and robbed a lone female employee. When a customer entered the store, the clerk was able to escape, but WILLEMSE forced the customer to drive him to a secluded area where he sexually assaulted and robbed her. These offences occurred less than two months after he was released from serving a sentence of 2 years less one day for 2 counts of attempt abduction imposed in November 1986 where for offences when WILLEMSE attempted to lure a group of 6 children walking down the street by offering money to rake leaves. The children ran away.

Upon release, WILLEMSE will be subject to a two-year Recognizance Order, which includes conditions such as:

  1. You must observe a curfew of 10:00p.m. to 7:00a.m., and be in your own residence, except for verifiable medical emergencies for yourself or immediate family member, employment with prior written permission from your Probation Officer or other exceptions with prior written permission from your Probation Officer.
  2. You must receive prior written permission by your Probation Officer for any travel plans outside the city limits of Winnipeg, Manitoba and provide a detailed itinerary including route, mode of transportation, as well as departure and anticipated arrival.
  3. You must abstain absolutely from the consumption and possession of alcohol or any illegal drug, non-prescription drug or any substance that will cause a person to become intoxicated.
  4. You must not attend any place, business, or special event where one of the primary purposes is the sale of alcohol including beverage rooms, bars, lounges, strip clubs, vendor, liquor or wine stores, except that you may attend a licenced restaurant to purchase food.
  5. You must not contact or communicate by any means with any of your previous victims or members of their immediate family. This includes in person, or by phone, mail, email, or through a third party. You must not attend at or near any location where they may live, attend school, their place of employment or their place of worship.
  6. You must notify your Probation Officer of any person with whom you have any type of relationship and agree that if your PO deems it appropriate, they will notify that person of your offence history.
  7. You must not view pornography in any format involving any age of person.
  8. You shall have no contact, direct or indirect, or be in the presence of anyone under the age of 16 years except through unavoidable public encounters or unless supervised by a responsible adult approved in writing, in advance by Probation Services or Child and Family Services.
  9. You must not attend a public park, public swimming area, or community center where children under the age of 16 years are present or can reasonably be expected to be present. You must not attend any daycare centre, school ground or playground.
  10. You may not seek, obtain, or continue employment, whether for remuneration or volunteer in any capacity that involves contact with anyone under the age of 16 years or that places you in a position of trust or authority over anyone under the age 16 years. 
  11. You must not own, possess, or carry any weapon or any object designed or intended for use as a weapon.  You may not possess or carry any knife, at any time, except for the purpose of eating and only for that purpose.
  12. You must not possess or carry any item that may be used to restrain another person, including but not limited to, stocking, pantyhose, ropes, etc.
  13. You must not be in the company of any sex trade worker.
  14. You must not engage in any form of gambling, including but not limited to bingo, VLT’s, lotteries, online wagering, and sports betting. You must not enter a casino or other establishment where gambling is the primary purpose.

WILLEMSE is subject to a lifetime weapons prohibition order.

While incarcerated, WILLEMSE has participated in some sex offender programming but is still considered high risk to re-offend in a sexual and/or sexually violent manner against against adult females and male and female children.

WILLEMSE is expected to take up residence in Winnipeg.
