The Winnipeg Police Service today released its 2025 Annual Statistical Report, offering a detailed look at crime trends, calls for service, and community safety efforts across Winnipeg over the past year.
The report reflects encouraging progress in several key areas, including significant reductions in violent crime, homicides, firearm-related offences, and youth crime. These trends highlight the impact of ongoing collaboration between police, community organizations, partner agencies, and the public.
At the same time, the report reinforces that important work remains ahead. Calls for service continue to rise, while population growth and many of the social challenges impacting community safety continue to place pressure on police and partner agencies alike. Despite those pressures, the report points to meaningful improvements in overall community safety.
“Behind every statistic is a person, a family, a neighbourhood, or a WPS member working to make Winnipeg safer,” said Chief of Police Gene Bowers. “These results reflect the commitment of our members, the strength of our partnerships, and the shared belief that community safety is everyone’s responsibility.”
Key highlights from the 2025 report include:
- Total crime severity decreased significantly in 2025 (-8.8%), driven by one of the largest reductions in violent crime severity on record (-11.2%).
- Violent crime volume and severity both declined for the second consecutive year.
- Homicides (-48.8%), robberies (-6.6%), assaults (-4.1%), firearm offences (-24.6%), and knife-related crimes (-15.7%) all decreased in 2025.
- Youth crime decreased for the first time in four years (-11.7%), including sharp reductions in violent (-16.0%) and weapon-related offences (-24.1%).
- Property crime remained below pre-pandemic levels (-5.8% compared to 2019), despite a slight year-over-year increase (+0.9%).
- Shoplifting declined in 2025 (-4.6%) following three consecutive years of increases.
- Dispatched events reached a historic high (+6.0%), with emergency events decreasing (-10.3%) while non-urgent responses increased significantly (+12.5%).
- Crime clearance rates improved for the third consecutive year, including a homicide clearance rate of 95.5%.
The report reinforces the importance of prevention, collaboration, evidence-based policing, and community-centred approaches to public safety.
The Winnipeg Police Service remains committed to being increasingly collaborative, data-informed, and community-centred. With a continued focus on frontline efficiency, accountability, and modernized service delivery, the Service continues to strengthen operational effectiveness while focusing not only on enforcement, but also on prevention, intervention, and long-term community wellbeing.
Calls for service remained high in 2025, averaging more than 2,000 calls per day, underscoring the continued pressures facing frontline officers, public safety communicators, and partner agencies.
