Man arrested during retail enforcement project linked to extensive tool theft investigation: E26-4962

On March 12, 2026, shortly before 5:00 p.m., East District Community Support Unit officers assigned to a retail enforcement project, arrested a prolific shoplifter in the 1500 block of Regent Avenue. The shoplifter, identified as 36-year-old Schuyler Stirling BOWMAN was linked to a string of shoplifting events and turned over to the Property Crime Unit who continued the investigation.

The following incidents all involve the theft of brand name tools/power tools from various home improvement stores in Winnipeg:

  • Jan. 16: 1500 block of Regent Avenue, Value of stolen property: $348
  • Feb. 3: 1500 block of Regent Avenue, Value of stolen property: $556
  • Feb. 4: 1500 block of Regent Avenue, Value of stolen property: $556
  • Feb. 4: 1500 block of Regent Avenue, Value of stolen property: $556
  • Feb. 5: 1500 block of Regent Avenue, Value of stolen property: $556
  • Feb. 5: 700 block of Empress Street, Value of stolen property: $278
  • Feb. 5: 800 block of Leila Avenue, Value of stolen property: $208
  • Feb. 6: 700 block of Empress Street, Value of stolen property: $517
  • Feb. 7: 700 block of Empress Street, Value of stolen property: $728
  • Feb. 8: 1500 block of Regent Avenue, Value of stolen property: $438
  • Feb. 8: 1500 block of Regent Avenue, Value of stolen property: $496
  • Feb. 9: 700 block of Empress Street, Value of stolen property: $737
  • Feb. 10: 1600 block of Kenaston Boulevard, Value of stolen property: $479
  • Feb. 10: 1900 block of Abinojii Mikanah, Value of stolen property: $578
  • Feb. 14: 1500 block of Regent Avenue, Value of stolen property: $448
  • Feb. 15: 1500 block of Regent Avenue, Value of stolen property: $536
  • Feb. 16: 1500 block of Regent Avenue, Value of stolen property: $389
  • Feb. 17: 1900 block of Abinojii Mikanah, Value of stolen property: $1,137
  • Feb. 27: 700 block of Empress Street, Value of stolen property: $1,398
  • Mar. 1: 700 block of Empress Street, Value of stolen property: $248
  • Mar. 12: 1500 block of Regent Avenue, Value of stolen property: $496

All above mentioned incidents were captured by store security cameras, linking BOWMAN as a suspect.

Through the investigation, it was determined that BOWMAN, using stolen identification, pawned over 400 items at a Main Street pawn shop between July 11, 2025, and March 1, 2026. The value of the pawned property is estimated between $105,000 and $140,000 and it is believed that BOWMAN received $34,600 in exchange for the property.

Investigators recovered approximately $12,000 in stolen property from the pawn shop.

BOWMAN has been charged with the following offences:

  • Theft Under $5,000 x 23
  • Identity Fraud
  • Trafficking in Property Obtained by crime Over $5,000
  • Fail to Comply with Recognizance x 12

BOWMAN was detained in police custody awaiting further disposition.
