Property Crime Unit continues to target retail theft with another prolific suspect arrest: E25-41689/C26-7772

In November of 2025, the Winnipeg Police Service’s Property Crime Unit began an investigation regarding a string of retail thefts to a number commercial businesses within Winnipeg. Investigators determined that a man was linked to the string of retail thefts which included the following:

  • Between August 30 and December 8, 2025: A man entered a retail store in the 600 block of Osborne Street two times and stole items valued at $260.

  • Between September 13, 2025 and January 5, 2026: A man entered a retail store in the 1600 block of Ness Avenue twelve times and stole items valued at $3,400.

  • Between November 25, 2025 and January 15, 2026: A man entered a retail store in the 500 block of Mountain Avenue seven times and stole items valued at $1,000.

  • On January 2, 2026: A man entered a retail store in the 1400 block of Henderson Highway and stole items valued at $200.

  • On January 10, 2026: A man entered a retail store in the 500 block of Mountain Avenue and stole a number of items of an undetermined value before physically assaulting a staff member and fleeing the area. The staff member was uninjured.

On January 19, 2026: A man entered a retail store in the 2100 block of McPhillips Street and attempted to steal items valued at $160. He was arrested by Special Duty officers who were stationed at the business at the time of the incident.

All incidents were captured on the retailer’s security cameras and reported to police. The total loss incurred by the retailer is estimated at over $5,000.

Charles Frederick MOAR, (46), has been charged with Robbery and Theft Under $5,000 x 26 and was detained in custody.
