On November 5, 2025, members of the Manitoba Integrated Violent Offender Apprehension Unit arrested 31-year-old Richard Scott RAYLAND at a residence in the 100 block of Garry Street.
Synopsis:
Between April 2 and April 3, a 2014 Honda Accord Touring was stolen by a male suspect from a residence in the 1-99 block of Hull Avenue. The Accord was later recovered unoccupied in the 1-99 block of Kingfisher Crescent on May 23, 2025. Forensic Identification Section officers collected fingerprints from the vehicle and sent them for analysis, which later identified RAYLAND as a suspect.
The Property Crime Unit assumed the investigation and a warrant was issued for RAYLAND’s arrest.
Investigators learned that between January 8, 2025 and October 22, 2025, a total of ten warrants, between the Winnipeg Police Service and the RCMP, had been issued for RAYLAND’s arrest regarding numerous property crime-related offences. The warrants included the following:
Winnipeg Police Service (8 Warrants):
- Possession of Property Obtained by Crime Over $5,000 x 2
- Possession of Property Obtained by Crime Under $5,000
- Trafficking in Property Obtained by Crime Over $5,000
- Break, Enter, & Theft – Dwelling House
- Theft Over $5,000
- Theft Under $5,000
- Fail to Comply Release Order x 12
- Fail to Comply Probation Order
Selkirk RCMP (1 Warrant):
- Possession of Property Obtained by Crime x 3
- Fail to Comply with Release Order
Oakbank RCMP (1 Warrant):
- Possession of Property Obtained by Crime
- Fail to Attend Court
RAYLAND was arrested and charged for Possession of Property Obtained by Crime Over $5,000 and. He was also arrested on the strength the above-mentioned warrants.
RAYLAND was detained in custody.
