On September 18, 2025, members of the Winnipeg Police Service’s Property Crime Unit arrested 31-year-old, Pheanix KEEPER following an investigation into a string of shoplifting events at retail stores within the city. The incidents, which occurred over the span of nine months (January to September of 2025), involved the theft of merchandise valued at almost $10,000.

  • January 23:  A woman stole merchandise valued at $51.50 from a retail store in the 1500 block of Kenaston Boulevard
  • February 3: A woman stole merchandise valued at $256 from a retail store in the 1400 block of Portage Avenue
  • June 6: A woman stole merchandise valued at $625 from a retail store in the 500 block of Sterling Lyon Parkway
  • June 9: A woman stole merchandise valued at $150 from a retail store in the 1300 block of McPhillips Street
  • June 10: A woman stole merchandise valued at $192 from a retail store in the 1400 block of Portage Avenue
  • June 12: A woman stole merchandise valued at $171 from a retail store in the 500 block of Sterling Lyon Parkway
  • June 16: A woman stole merchandise valued at $934 from a retail store in the 1500 block of Kenaston Boulevard
  • June 18: A woman stole merchandise valued at $161 from a retail store in the 1400 block of Portage Avenue
  • June 18: A woman stole merchandise valued at $294 from a retail store in the 1100 block of Concordia Avenue
  • June 23: A woman stole merchandise valued at $1,200 from a retail store in the 1200 block of St. Mary’s Road
  • June 23: A woman stole merchandise valued at $500 from a retail store in the 1200 block of St. Mary’s Road
  • July 15: A woman stole merchandise valued at $800 from a retail store in the 1500 block of Regent Avenue
  • August 8: A woman stole merchandise valued at $216 from a retail store in the 1400 block of Portage Avenue
  • August 18: A woman stole merchandise valued at $940 from a retail store in the 1400 block of Portage Avenue
  • August 18: A woman stole merchandise valued at $750 from a retail store in the 2300 block of McGillivray
  • August 22: A woman stole merchandise valued at $972 from a retail store in the 1400 block of Portage Avenue
  • August 22: A woman stole merchandise valued at $240 from a retail store in the 1600 block of St. Mary’s Road
  • August 25: A woman stole merchandise valued at $756 from a retail store in the 1400 block of Portage Avenue
  • September 11: A woman stole merchandise valued at $432 from a retail store in the 1400 block of Portage Avenue

The Property Crimes Unit assumed the investigation and linked KEEPER to the above-mentioned incidents.

On September 18, investigators arrested KEEPER at her residence without incident.

KEEPER has been charged with Theft Under x 19 and was detained in custody.
