Between April 19, 2025 and June 11, 2025, the Winnipeg Police Service was contacted and investigated 11 shoplifting incidents across Winnipeg. The investigation revealed that a man attended the retail stores and stole over $3,000 worth of merchandise, primarily meat, before fleeing the area.
The Property Crime Unit assumed the investigation and a suspect was identified.
On June 21, 2025, the Property Crime Unit, assisted by North District General Patrol officers, located and arrested the man on the strength of three warrants, at a residence in the 300 block of Atlantic Avenue.
Joshua Fred GARRIOCH, (32), was charged with the following:
- Warrant for Theft Under $5,000 x 11
- Warrant for Fail to Attend Court
- Warrant for Fail to Attend Ident
He was detained in custody.
Between June 30, 2025 and August 31, 2025, the Winnipeg Police Service investigated an additional 20 shoplifting incidents involving over $7,000 worth of stolen meat. After further investigation, the suspect was identified as being GARRIOCH
On September 2, 2025, just after 11:00 a.m., GARRIOCH was arrested at a residence in the 300 block of Atlantic Avenue.
GARRIOCH has been charged with the following:
- Warrant for Theft Under $5,000 x 16
- Theft Under $5,000 x 4.
He was detained in custody.
