The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Jason Mark BARD, 35 years of age, a convicted offender considered high risk to re-offend in a sexually violent manner against adult females.

On August 21, 2025, BARD was released from Winnipeg Remand Centre in Manitoba after serving his sentence in federal custody for a conviction of Aggravated Assault and Assault Peace Officer. On September 9, 2021, BARD received a sentence of 4 years (includes 5 months pre-sentence custody) for a conviction of aggravated assault and on October 3, 2024, was sentenced for a conviction of Assault Peace Officer, receiving 135 days consecutive to the current sentence being served for the Aggravated Assault.

BARD is expected to reside in Winnipeg, Manitoba.

BARD has a history of sexual and violent offending. Although he has completed some sexual offender treatment in the past, he remains high risk to re-offend in a sexually violent manner against all adult females.

Background information:

Jason Mark BARD is a 35-year-old male with a lengthy criminal record including convictions for Sexual Assault with a Weapon, Forcible Confinement, Overcome Resistance by Attempting to Choke, Suffocate or Strangle Another Person, Aggravated Assault (2 counts), Uttering Threats (2 counts), Assault Peace Officer, Assault Peace Officer with a Weapon, Assault Causing Bodily Harm (2 counts), and numerous Breaches of Probation and Fail to Comply with Recognizance and Undertaking. 

BARD is being released after serving his sentence of 4 years and 135 days in relation to convictions for Aggravated Assault and Assault Peace Officer in which BARD and an inmate at Stony Mountain Institution attacked another inmate with a weapon, repeatedly stabbing the inmate which resulted in a collapsed lung and other injuries. The attack was stopped by corrections officers. In an unrelated and separate incident, at Stony Mountain Institution, BARD assaulted a corrections officer by spitting in his face.

In 2015, BARD received a total sentence of 5 years for Sexual Assault with a Weapon, Forcible Confinement, Uttering Threats, Overcome Resistance by Choke, Suffocate or Strangle Another Person and Theft Under $5000 convictions.  He attacked an adult female, and violently sexually assaulted her while uttering threats and choking her. The incident was stopped by two strangers who came upon the scene and assisted the victim.

Upon release, BARD will be subject to a recognizance order including the following conditions:

  • Reside at approved address
  • Report to probation services
  • Abstain from consumption or possession of alcohol, other intoxicants and illegal drugs
  • Abide by curfew from 10 pm to 7 am
  • No contact or communication with previous victims or their immediate family

BARD is also subject to a lifetime weapons prohibition.

BARD is considered high risk to re-offend in a sexually violent manner against adult females.

BARD is expected to take up residence in Winnipeg, Manitoba.
