Update:
In April 2025, the Winnipeg Police Service issued a media release regarding a Counter Exploitation Unit (CEU) investigation involving online luring. A man was arrested and charged with luring and sexual offences involving a teenage girl.
As part of the investigation, electronic devices were seized and police discovered sexually explicit material and communication involving a second teenage girl that occurred between October 2024 and April 2025. The survivor was identified and a warrant of arrest was issued.
On August 14, 2025, investigators from the CEU attended to Headingley Correctional Centre and re-arrested Scott Christopher ALCORN, 49-years-old, of Red Lake, Ontario.
He was charged with the following offences and remains in custody:
- Possession of Child Pornography
- Luring a Person Under 16 years of age by Means of Telecommunication
- Transmit, Make Available, Distribute or Sell Sexually Explicit Material to a Person Under 16yrs

In March 2025, the Winnipeg Police Service’s Counter Exploitation Unit entered into an investigation regarding the luring of a female in her mid-teens by an adult male suspect residing in Ontario.
Investigators learned that beginning in December of 2024, the suspect began communicating with the victim using private messaging on a social media platform, gaining the victim’s trust while forming a relationship. As the relationship progressed, the suspect arranged to meet the victim in person.
Investigators learned that in early April, the suspect had travelled to Winnipeg for the purpose of meeting the victim.
On April 11, investigators attended a residence in Winnipeg where both were found within. The suspect was arrested without incident. It was also learned that the suspect had sexually assaulted the victim within the residence.
Scott Christopher ALCORN, 49, of Red Lake, Ontario, is charged with the following offences:
- Sexual Assault
- Sexual Interference
- Luring a Person Under 16 years of age by Means of Telecommunication
- Transmit, Make Available, Distribute or Sell Sexually Explicit Material to a Person Under 16yrs
ALCORN was detained in police custody awaiting disposition.
