During the month of December 2024, the Winnipeg Police Service Guns and Gangs Unit entered into investigation involving an interprovincial drug trafficking operation, which was operating between the provinces of British Columbia and Manitoba.
The following items were seized by police during the course of this investigation:
- Approximately 10 kilograms of methamphetamine (Estimated street value = $100,000)
- Approximately 2 kilograms of cocaine (Estimated street value = $80,000)
- Approximately $45,800 in Canadian currency.
- Drug trafficking materials/packaging
- 2 functional stun guns
- Numerous cases of illegal cigarettes valued at $36,000
- A 2014 Tesla S valued at $20,000
- A 2009 Honda CRF450R, and a 2008 Acura TL with altered VIN plates
- An enclosed utility trailer with altered VIN plates
- Cellular phones
- Knives
Investigators determined through investigation that quantities of illicit narcotics were being shipped from British Columbia to Winnipeg, Manitoba. A number of suspects and locations of interest were identified and were investigated by police.
On January 3, 2025 a package sent from a commercial business in Surrey, BC containing 10 kilograms of methamphetamine and 2 kilograms of cocaine were intercepted during transport and turned over the the RCMP Surrey detachment. The Winnipeg Police Service seized the illicit drugs as evidence.
Between January and March, 2025, investigators executed search warrants at several locations of interest within the City of Winnipeg and in the community of Stony Mountain. These included:
- A residence in the 2600 block of Main Street
- A commercial business in the 800 block of Main Street
- A commercial business in the 1200 block of Main Street
- A commercial business in the 1100 block of Sanford Street
- An apartment suite in the sub 100 block of Donald Street
- Stony Mountain Institution
Six people were arrested as a result of this investigation.
Ravinder Singh AULAKH, 46, of Surrey, British Columbia has been charged with the following:
- Traffic in Scheduled Substance – Cocaine
- Traffic in Scheduled Substance – Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Over $5,000 x 2
Harpreet MANGAT, 42, of Winnipeg, Manitoba has been charged with the following:
- Traffic in Scheduled Substance – Cocaine
- Traffic in Scheduled Substance – Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Over $5,000 x 2
- Fail to Comply with Condition of Release Order x 2
Landon Ray MURRAY, 36, of Winnipeg, Manitoba has been charged with the following:
- Traffic in Scheduled Substance – Cocaine
- Traffic in Scheduled Substance – Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking –Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Over $5,000
- Possession of Property Obtained by Crime Under $5,000 x 3
- Possession of a Weapon
- Unauthorized Possession of a Prohibited or Restricted Weapon
- Trafficking in a Forged Document
- Tampering with a Vehicle Identification Number x 2
- Possession of Motor Vehicle on Which the Identification Number has Been Removed or Altered x 2
Emma WILLMS, 24, of Winnipeg, Manitoba has been charged with the following:
- Traffic in a Scheduled Substance – Cocaine
- Traffic in a Scheduled Substance – Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Over $5,000
- Possession of Property Obtained by Crime Under $5,000 x 3
- Possession of a Weapon
- Unauthorized Possession of a Prohibited or Restricted Weapon
- Conspiracy to Commit an Indictable Offence x 3
- Cause or Attempt to Cause Use of a Forged Document
- Fail to Comply with Condition of Undertaking
All four were detained in custody.
Richard Dustin SUMNER, 40, of Stony Mountain Institution has been charged with the following:
- Conspiracy to Commit an Indictable Offence x 3
- Possession of a Weapon x 3
- Traffic in Schedule Substance
- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking
He was returned into custody at the Stony Mountain Institution.
A 30-year-old male, from Winnipeg is facing the following charges:
- Traffic in Scheduled Substance – Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking –Methamphetamine
- Possession of a Scheduled Substance for the Purpose of Trafficking
- Attempt Obstruct Justice
- Possession of a Weapon
- Possession of Proceeds of Property Obtained by Crime Under $5,000
- Possession of Property Obtained by Crime Over $5,000
- Possession of Property Obtained by Crime Under $5,000 x 2
- Trafficking in a Forged Document
- Tampering with Vehicle Identification Number x 2
- Possession of Motor Vehicle on Which the Identification Number has Been Removed or Altered x 2
He was released on an Undertaking as mandated by the Criminal Code.
