The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Lonnie Kelsey SMITH, 48 years of age, a convicted sex offender who is considered a high risk to reoffend in a sexual and/or sexually violent manner against adult females.

SMITH was released from the Stony Mountain Institution on April 4, 2025 after serving a sentence for convictions regarding impaired operation causing death, and fail to comply with probation order (2 counts) and recognizance order (1 count) that occurred in 2019. 

SMITH is expected to take up residence in Winnipeg.

Upon release, SMITH will be subject to Correctional Service of Canada conditions and will also be subject to a lifetime weapons prohibition order.

SMITH has a history of sexual and violent offences and numerous breaches of probation and recognizance orders.  Although he participated in some treatment programming in the past, SMITH is still considered high risk to re-offend in a sexual and/or sexually violent manner.  All adult females are at risk.

Background information:

Lonnie Kelsey SMITH is a 48-year-old male with a lengthy criminal record including convictions for sexual assault (3 counts), sexual assault with a weapon, aggravated assault, assault with a weapon (2 counts), assault (3 counts), resist arrest, numerous breaches of probation, recognizance and conditional sentence orders and impaired operation causing death.

SMITH’S convictions for sexual assault involved strangers and persons known to him. SMITH’S sexual (and non-sexual violence) has been exacerbated by his use of solvents and other intoxicants. He uses physical force and at times weapons to gain compliance of the victims.

SMITH was released from Stony Mountain Institution, Manitoba on April 4, 2025. He will be subject to Correctional Service of Canada conditions including not to consume alcohol, non-prescription drugs, solvent or inhalants.

SMITH is also subject to a lifetime weapons prohibition order.

While incarcerated, SMITH participated in some sex offender programming but is still considered high risk to re-offend in a sexual and/or sexually violent manner against all adult females.

SMITH is expected to take up residence in Winnipeg, Manitoba.
