In September 2023, the Winnipeg Police Service's Community Support Units became aware of a community concern that had been voiced regarding the sale of age-restricted items (illegal tobacco products and cannabis products) at several general/convenience stores in Winnipeg.
Between September 6, 2023, and January 19, 2024, the Central Division Community Support Unit inspected various stores under Manitoba's Tax Administration and Miscellaneous Taxes Act and the Smoking and Vapour Products Control Act.
As a result of these inspections, three stores were identified in the 700 block of Sargent Avenue, the 600 block of Westminster Avenue, and the 800 block of Talbot Avenue. They were open to the general public of all ages. During business hours, cannabis and tobacco products (which are age-restricted – must be 18) were displayed in plain view and available to minors. Cartons of illegal cigarettes and cannabis products were found concealed within the stores.
The investigation determined the owner of all three businesses was out of the country, and arrest warrants were subsequently issued for charges related to contravening the above Provincial Acts.
On January 8, 2024, a 23-year-old male and a 25-year-old male, both employed at a store in the 700 block of Sargent Avenue, were charged with the following offences:
- Possess Cannabis for the Purpose of Selling (Cannabis Act)
- Provincial Offence Notices related to promoting or advertising Tobacco or related products where children are permitted access and
On January 30, 2024, with the assistance of the RCMP, a 41-year-old female Harpreet MANGAT (the owner), was apprehended while returning to the city.
She has been charged with 30 offences, including those related to the sale of unmarked tobacco products and selling cannabis/accessories appealing to young persons.
