Beginning in August of 2023, in response to concerns from area residents, the Winnipeg Police Service’s Drug Enforcement Unit (DEU) entered into an investigation into an adult male suspect involved in the trafficking of illicit drugs in the Point Douglas neighbourhood.
During the investigation on October 19, 2023, DEU officers observed the suspect travelling in a taxi and conducted a traffic stop near Logan Avenue and Isabel Street. Officers placed him under arrest without incident and located the following property in his possession, which were seized as evidence:
- A sawed-off .22 Calibre Rifle with ammunition
- Approximately 155 Grams of Methamphetamine (Estimated Street Value = $7,750)
- Cell phone
- Approximately $545 CDN Currency
- Packaging Materials
Later the same date, Tactical Support Team members executed a search warrant at the suspect’s residence in the first 100 block of Hallet Street. An adult male and an adult female were arrested within the residence without incident. A search of the residence produced the following property, which was also seized as evidence:
- A loaded sawed-off .22 Calibre Rifle
- .22 Calibre Rounds of Ammunition x 51
- Body Armour
- Approximately 43 Grams of Methamphetamine (Estimated Street Value: $2,100)
- Approximately $505 CDN Currency
Randy Brent SPARHAM, 38, of Winnipeg, is charged with the following offences:
- Possession of a Loaded Prohibited or Restricted Firearm
- Possession of a Firearm Knowing its Possession is Unauthorized x 2
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order x 2
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Under $5,000
He was detained in custody.
A 33-year-old female from Winnipeg is facing the following charges:
- Possession of a Loaded Prohibited or Restricted Firearm
- Unauthorized Possession of a Firearm
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of Proceeds of Property Obtained by Crime Under $5,000
She was released on an Undertaking as mandated by the Criminal Code.
Officers released the second male without charges.
