On October 16, 2022, at approximately 4:30 a.m., the Winnipeg Police Service responded to multiple reports of a collision involving two vehicles at Sargent Avenue and Empress Street.
Officers from the West District arrived and attended to one of the vehicles occupied by a 45-year-old male and an 81-year-old female. The female victim required extraction from the heavily damaged vehicle. All occupants of the other vehicle, described as a late model dark-colored Dodge Caravan, fled on foot after the collision.
The female victim suffered serious bodily injuries and was transported to hospital in unstable condition, where she remains in guarded condition. The male victim was also transported to hospital and treated for non-life-threatening injuries.
Members of the Traffic Division have assumed the investigation and learned the suspect vehicle was observed traveling at a high rate of speed before the collision.

Members of the Winnipeg Police Service’s Traffic Division continue investigating a fatal motor vehicle collision on October 16, 2022, at the intersection of Empress Street and Sargent Avenue.
The suspect vehicle's occupants were arrested shortly after the collision but not charged regarding the driver-related offences as the driver was yet to be identified. Investigators had previously identified the victim in the collision as 81-year-old Corazon MANGUERRA. She had been transported to hospital in unstable condition but succumbed to her injuries. A 19-year-old passenger of the suspect vehicle was transported to hospital for injuries sustained in the collision, which required surgery.
Through forensic evidence collected at the scene by investigators of the Forensic Services Unit and evidence submitted to the RCMP Forensic Lab for analysis, investigators identified one of the suspects as the driver of the suspect vehicle.
On March 1, 2023, investigators arrested a 17-year-old male from Winnipeg who now faces the following charges:
- Dangerous Operation of a Conveyance Causing Death
- Dangerous Operation of a Conveyance Cause Bodily Harm x 2
- Fail to Stop at Scene of Accident Knowing That or Reckless as to Whether Involved in an Accident Cause Bodily Harm
He was detained in custody.
Investigators continue to request Public Assistance for information, including dash camera video footage of the suspect vehicle, described as a dark-colored Dodge Caravan. Investigators are also interested in obtaining information regarding the manner of driving of the suspect vehicle before the collision.
