The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Curtis Leroy GEORGE, 31 years of age, a convicted sex offender considered high risk to re-offend in a sexual/violent manner against all females, both adults and children.

GEORGE was released from Milner Ridge Correctional Centre, Manitoba, after serving a sentence for the offence of committing an indecent act, involving an adult female and her young female child. He was convicted of this offence on October 31, 2022, and received a total sentence of 318 days (includes pre-trial custody credit of 168 days) and 2 years of supervised probation.

GEORGE is expected to reside in Winnipeg, Manitoba.

GEORGE has a history of violent and sexual offending. He is an untreated sexual offender and considered high risk to re-offend in a sexual manner.  All females, both adults and children, are at risk of sexual violence.

Background information:

Curtis Leroy GEORGE is a 31 year-old male with a lengthy criminal record including convictions for criminal harassment, sexual assault (5 counts), sexual interference, indecent act, assault (6 counts), uttering threats, and numerous breaches of recognizance and probation orders.

GEORGE was released on February 7, 2023, after serving a sentence for a single count of committing an indecent act on July 11, 2022. GEORGE followed, and then exposed himself to the adult female victim, who was accompanied by her young daughter, at a public bus stop. On October 31, 2022, he received a sentence of 318 days (includes 168 days of pre-trial custody credit), followed by 2 years’ supervised probation.

GEORGE has a lengthy record for committing violent and sexual offences that includes, but is not limited to, offences committed against females who are strangers to him. 

On July 25, 2011, GEORGE was convicted of sexual interference involving a 13 year old female, and 5 counts of sexual assault committed on 5 random females who had been walking or jogging. He was also convicted of assault of a female Correctional Officer. He received a total sentence of 2 years (includes one year pre-trial custody credit), 3 years supervised probation and a 10 year prohibition order regarding children. 

Thereafter, on May 3, 2018, GEORGE was convicted of a single count of criminal harassment involving the victimization of an adult female.  Between April 2016 and February 2018, GEORGE stalked, followed, harassed and exposed himself to the victim near her workplace and surrounding buildings.  He received a total sentence of 2 years and 70 days custody (includes 70 days pre-trial custody credit), 3 years of supervised probation, and a lifetime prohibition on the possession of weapons/firearms.

GEORGE’s assault record includes March 2010 convictions for 2 counts of assault involving two random adult females, and May 2017 convictions for 2 counts of assault on a female known to him.  The March 2010 convictions resulted in a one day jail sentence (includes 60 days pre-sentence custody credit), and 2 years supervised probation.  The May 2017 convictions resulted in a sentence of one day (includes 30 days pre-sentence custody credit) and one year of probation.  

GEORGE is expected to take up residence in Winnipeg, Manitoba.

Upon release, GEORGE will be subject to three separate probation orders which expire on various dates. 

Conditions in force until May 4, 2023 include requirements as follows:

  • Refrain from contacting or communicating with the victim;
  • Not to attend at Portage Place, City Place, MTS Centre (currently known as the Canada Life Centre) or the skywalk that connects those buildings;
  • Not to attend within 2 city blocks of the victim’s home or place of worship; and
  • Participate in sexual offender counselling as directed and supervised by his Probation Officer.

Conditions in force until January 6, 2024 include requirements as follows:

  • Refrain from contacting or communicating with the victim;
  • Not to attend within 10 metres of 345 Graham Avenue, Winnipeg, MB;
  • Not to attend Portage Place, City Place, Bell MTS Centre (currently known as the Canada Life Centre), or the skywalk that connects those buildings;
  • Not to attend on the property of the City Place parkade;
  • Not to own, possess, or carry any weapons; and
  • Attend, participate in, and complete all counselling as directed and supervised by his Probation Officer.

Conditions in force until February 6, 2025 include the following requirement:

  • Refrain from contacting or communicating, directly or indirectly, with any person under the age of 16 unless written approval of Probation Services is granted.

GEORGE is considered high risk to re-offend in a sexual/violent manner against all females, both adults and children.
