On January 8, 2023, at approximately 3:50 a.m., Winnipeg Police Service officers patrolling the North District briefly observed a stolen vehicle being operated in the area of McGregor Street and Selkirk Avenue.

Shortly therafter, officers observed the vehicle stopped at a gas station in the 100 block of Salter Street. Three suspects, an adult male and two adult females were located at the station and placed under arrest without incident. One of the adult female suspects was found to be in possession of approximately 11.4 grams of Cocaine which officers seized as evidence. (Estimated Street Value: $570)

The Major Crimes Unit assumed the investigation and learned that in the early morning of January 5, the male suspect and a 19-year-old victim (who had met the day prior) attended a residence in the 400 block of Redwood Avenue where the male attempted to gain entry. When the victim tried to leave in her vehicle, the suspect physically assaulted her and robbed her of her cell phone and vehicle keys. The male suspect fled in the victim’s vehicle before police arrived. The victim was transported to hospital in stable condition and treated for her injuries.

James Charles STARR, 18, from Winnipeg, is charged with the following offences:

- Robbery
- Fail to Comply with Sentence
- Warrant x 2

He was detained in custody.

A 25-year-old female from Winnipeg is facing the following charges:

- Possession of Property Obtained by Crime Over $5,000
- Possession of a Scheduled Substance – Cocaine

She was released on an Undertaking as mandated by the Criminal Code.

A 35-year-old female from Winnipeg was released without charges.
