In late October 2022, the Central District's Community Support Unit began an investigation after receiving concerns from West End residents that there had been an increase in property crime in the neighbourhood.
With the assistance of General Patrol members, several proactive arrests were made.
On October 28, 2022, at approximately 4:20 p.m., officers observed a male operating a bicycle on a sidewalk contrary to the Highway Traffic Act. The male was stopped and was found to have two outstanding warrants. He was arrested and had 9 grams of methamphetamine in his possession.
The bicycle he had been riding was stolen from the University of Manitoba on October 24 and will be returned to its rightful owner.
Abraham Jason Hastings, a 39-year-old male of Winnipeg, has been charged with:
- Possession of Scheduled Substance – Methamphetamine
- Possession of Property Obtained by Crime Under $5000
He was also processed on the two warrants for charges that include:
- Fail to Attend Court – Appearance Notice
- Fail to Appear Ident – Appearance Notice
He was detained.
On the same date, at approximately 5:05 p.m., officers observed a male loitering in a parking lot near Young Street and Ellice Avenue. The male attended to an SUV and began acting suspiciously.
Soon after, he gained entry to the vehicle, and officers arrested him while rummaging through it. The male initially attempted to pass himself off as his brother, but his identity was discovered, and he was found to have two outstanding warrants. He was also found to be in possession of a folding knife.
The vehicle did not appear damaged, and nothing had been taken.
Manuel Junior Ferreira, a 38-year-old male of Winnipeg, has been charged with:
- Identity Fraud - Intent to Avoid Arrest, Prosecution or Obstruct Justice
- Possession of a Weapon
- Fail to Comply with Probation Order
He was also processed on the two warrants for charges that include:
- Fail to Comply with Probation Order (x2)
He was detained.
On October 31, 2022, at approximately 10:05 a.m., officers observed a male "masked up" in the Ellice Street and Furby Avenue area, where vehicles had been recently broken into. The male was found to be wanted on the strength of an outstanding warrant for criminal offences and was placed under arrest.
The warrant concerned an incident on July 23, 2022, where an SUV was broken into outside a shelter in the Logan–C.P.R. area. A piece of concrete was used to break one of the vehicle's windows, and a pair of $400 shoes were stolen.
Justin Ryan Hastings, a 28-year-old male of Winnipeg, has been charged with:
- Mischief Under $5,000/Obstruct in Enjoyment
- Theft Under $5000
He was detained.
