On August 7, 2022, at approximately 9:58 a.m., a North District Community Support unit was in the area of Burrows Avenue and Salter Street when they observed a male known to them as having an outstanding warrant for his arrest. The male was one of two passengers in a passing taxi cab.
Officers subsequently stopped the cab in the 300 block of Mountain Avenue. A backpack, which had been between the two passengers, was found to contain a number of items, including the following:
- A .22 calibre rifle with a sawed-off barrel and stock
- .5 grams of methamphetamine (estimated street value of $50)
- .66 grams of heroin (estimated street value of $200)
Terry Ryan Monkman, a 38-year-old male of Winnipeg, has been charged with:
- Unauthorized Possession of a Firearm in Motor Vehicle
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of Scheduled Substance – Methamphetamine
- Possession of Scheduled Substance – Heroin
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x4)
Monkman was also processed on the outstanding warrant (for an April 2022 incident where an unoccupied vehicle was shot numerous times). Charges for that matter include:
- Discharge a Firearm with Intent
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Weapon
- Mischief Over $5,000
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x4)
Pamela Dawn Gladue, a 37-year-old female of Winnipeg, has been charged with:
- Unauthorized Possession of a Firearm in Motor Vehicle
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of Scheduled Substance – Methamphetamine
- Possession of Scheduled Substance – Heroin
- Unauthorized Possession of a Firearm
Both were detained in custody.
