The Winnipeg Police Service’s Homicide and Major Crimes Units continue their investigations into the Armed and Barricaded Incident that occurred on February 10, 2024, in the 200 block of College Avenue.

On February 9, 2024, at approximately 6:15 a.m., North District General Patrol officers attended a residence in the 300 block of Boyd Avenue where an armed robbery occurred by three adult male suspects. During the robbery, a firearm was discharged by one of the suspects, causing a serious lower-body injury to a 40-year-old male victim. A 25-year-old female victim was believed to have been forcibly removed by the suspects. The male victim was transported to hospital in unstable condition and later upgraded to stable. The suspects fled before police arrived.

On February 10, it was learned that the missing female was believed to be in attendance at a residence in the 200 block of College Avenue in the company of one of the suspects involved in the robbery and that firearms may be present. Two suspects, a 46-year-old male and a 30-year-old female, exited the residence at the direction of attending Tactical Support Team (TST) members and were placed under arrest. The 25-year-old female believed to have been abducted also exited the residence and officers confirmed she was uninjured. Two suspects remained inside and refused to exit, creating an armed and barricaded situation. During the incident, a firearm was discharged in the direction of TST members, injuring three. The officers were transported to hospital in stable condition and treated for non-life-threatening injuries.

A 12-gauge shotgun, a .22 calibre rifle, and various ammunition were located within the suite and seized as evidence.

Jeremy James KAYSEAS, 43, from Winnipeg, is charged with Assault Cause Bodily Harm, Discharge Firearm with Intent, Possession of a Controlled Substance (Methamphetamine), Disguise with Intent, Break & Enter & Commit Aggravated Assault (Dwelling House), and multiple firearms-related offences. He was detained in custody.

A 50-year-old male, a 46-year-old male, and a 30-year-old female from Winnipeg are facing drug and firearms-related offences. All three were released on Undertakings as mandated by the Criminal Code.

As previously released:

On February 10, 2024, at approximately 3:10 a.m., Winnipeg Police Service (WPS) Division 13 General Patrol members responded to an apartment building in the 200 block of College Avenue regarding a report of a female being held against her will at this location.

Officers were informed that several occupants, including firearms, were believed to be in the suite. 

Tactical Support Team (TST) members safely removed several occupants, including the female previously being held. Additional occupants, still considered armed, refused to exit the suite.

Numerous police resources remained on scene for several hours, and a Critical Incident Command was initiated involving WPS Crisis Negotiators, TST, Drone Unit and Uniform Patrol.

During the standoff, a suspect discharged a firearm at police, striking three officers. Injuries to the officers were non-life-threatening.

Due to the coordinated efforts of all involved officers, two male suspects in their 40s were taken into custody. 

Members of the Majors Crimes Unit and Homicide Unit continue to investigate.
