On January 3, 2024, at approximately 11:05 a.m., the Winnipeg Police Service was called to the 200 block of Provencher Boulevard for the report of an agitated male trying to drag an adult female outside of a building.

Officers arrived on scene and observed a male acting erratically. He subsequently grabbed a sharp pencil, held it to his neck and threatened to harm himself. Tactical Support Team members attempted to de-escalate the situation to no avail, then fired a less-lethal munition (foam) round and deployed a conducted energy weapon (“Taser”) in an effort to temporarily incapacitate the male. Falling on the ground, the male continued to behave erratically, reaching for another object to injure himself with. Officers managed to secure him in handcuffs and an ambulance was summoned.  The male sustained minor injuries.

While on scene paramedics sedated the still agitated male and he was transported to hospital for an assessment.

The female in the matter was not physically injured.

Due to the deployment of a less-lethal munition round that resulted in an injury, the Independent Investigation Unit of Manitoba (IIU) has been notified and has assumed responsibility for the investigation. Please direct any follow-up inquiries to the IIU.
