Retail Theft Initiative Update

Beginning in November 2023, the Winnipeg Police Service has been conducting a Retail Theft Initiative in partnership with the Retail Council of Canada and Winnipeg's business community. This proactive effort was initiated to address the serious issue of shoplifting, including the threat of injury to staff and the general public, including the financial loss incurred by various retail outlets within the city.

On December 12, 2023, North District Community Support Unit officers proactively engaged in the theft-deterring strategy and arrested 18 individuals involved in theft events from retail outlets in the city's Seven Oaks area.

On December 13, 2023, Property Crime Unit investigators assisted by East District Community Support Unit officers proactively engaged in the theft-deterring strategy and arrested 17 individuals involved in theft events from retail outlets in the city's St. Vital area. The value of the stolen merchandise reported by affected businesses is estimated at approximately $1,500.

The Winnipeg Police Service recognizes that the issues surrounding retail theft are complex. We remain committed to working with our community partners and social safety net providers to ensure support is provided to individuals facing food insecurity, poverty, or addiction challenges.

Through this initiative, data is collected through crime analysis to determine where to focus our deterrence efforts. Officers will target affected areas as this initiative will continue to be an ongoing focus of the Property Crime Unit and Divisional Community Support Units.
