Retail Theft Initiative

Since the start of November, the Winnipeg Police Service has been conducting the Retail Theft Initiative.  The goal of this effort is to combat the serious issue of shoplifting.  This proactive initiative is a partnership with the Retail Council of Canada and the business community in Winnipeg.

The Property Crimes Unit and Community Support Units in the 4 districts of the city, have so far made 151 arrests in connection with this initiative.

From January to August there have been 3745 incidents of Shoplifting Under $5000, a 44% increase over the same time period in 2022. While we have seen a significant year-over-year increase, we are still below pre-pandemic levels, however the circumstances around these incidents have changed considerably, moving from liquor stores to retail outlets.

Shoplifting is not a victimless crime.  In some cases, there have been violent consequences as retail staff and members of the public have been injured.

The Winnipeg Police Service recognizes that the issues surrounding retail theft are complex and we remain committed to working with our community partners and social safety net providers to ensure supports are provided to individuals facing food insecurity, poverty, or addictions challenges.

The Winnipeg Police Service is using data collected through crime analysis to determine where to focus our deterrence efforts. To date officers have been targeting downtown, Kildonan Crossing, and Polo Park retail areas. Officers will also target other areas as this initiative will become an ongoing focus of the Property Crimes Unit.
