On July 27, 2022, at 1:23 a.m., Central District General Patrol officers, with the assistance of the Tactical Support team, responded to a suite of an apartment building in the 400 block of Kennedy Street for a report of a female that was going to shoot someone.

Upon arrival, officers located two suspects and placed them under arrest.

A third suspect (Anderson) fled to a balcony and onto the roof of the building – where he was placed under arrest and found to be in possession of a .22 calibre handgun and 19 "rocks" of crack cocaine (with an estimated street value of $480).

A search of the apartment suite resulted in the seizure of a 12-gauge pump-action shotgun.

Members of the Major Crimes Unit continued with the investigation. It is believed that an argument involving the suite's occupants escalated to a point where two suspects armed themselves – with one suspect pointing the shotgun at an adult female victim and the other loading the handgun with ammunition before police arrival.

Theodore Christopher Anderson, an 18-year-old male of Winnipeg, has been charged with:

- Store Firearm or Restricted Weapon Contrary to Regulations
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine
- Possession of Proceeds of Property Obtained by Crime Under $5000

He was detained.

A 20-year-old female of Winnipeg is facing charges of:

- Pointing a Firearm
- Unauthorized Possession of a Firearm
- Store Firearm or Restricted Weapon Contrary to Regulations
- Assault

She was released on an Undertaking (as mandated by the Criminal Code).

A male in his 20's was released without charges.
