On July 18, 2022, the North District Community Support Unit and the Tactical Support Team assisted Manitoba Justice’s Public Safety Investigations Unit with an eviction at a residence in the 400 block of Flora Avenue.
Two individuals were taken into police custody, and a loaded 12 gauge firearm and ammunition were seized.
A 25-year-old male, Maxim Dale GARNEAU and a 23-year-old female, Emily Jessica Marie Kate HUDSON of Winnipeg, were charged with the following offences:
- Possess Firearm/ Ammunition Contrary to Order x 2
- Possession of a Firearm Knowing its Possession is Unauthorized
- Store Firearm or Restricted Weapon Contrary to Regs
They were both detained in custody.
The Winnipeg Police Service frequently works with Manitoba Justice’s Public Safety Investigations Unit to enforce The Safer Communities and Neighbourhoods Act. This Actaims to hold property owners accountable for undesirable, threatening and disturbing activities that habitually occur on their property and negatively impact a community. Some of these issues may include:
- Criminal sales, production and use of illegal drugs
- Unlawful sales of liquor, habitual non-potable and solvent usage
- Prostitution and related activity
- Sexual abuse/exploitation and related activity involving children
- Possession/Storage of unlawful firearms, weapons or explosives
- Participating in offences related to organized crime
Residents in a community who fear safety or security can file confidential complaints to Manitoba Justice. The Public Safety Investigations Unit reviews and investigates each complaint, which may result in the following steps being taken:
- a warning letter issued to the property owner
- resolve the matter out of court
- apply for a Community Safety Order, with or without a Closure Order against the property
- apply for an Emergency Closure Order
