Stolen Vehicle & Drug Trafficking – Arrests: C24-22368

On January 30, 2024, at approximately 1:00 a.m., General Patrol officers from the West District patrolled the Lincoln/Weston area when they observed a confirmed stolen pick-up truck driving with three occupants inside.

Police followed the vehicle from a distance and eventually located it parked outside an establishment in the 1400 block of Notre Dame Avenue. An adult female still inside the vehicle was taken into custody, and a loaded sawed-off shotgun and ammunition were seized.

Two additional male suspects were located inside the establishment and taken into police custody.

As a result of this investigation, approximately $2,700 worth of cocaine, methamphetamine and prescription pills were seized along with $5,745 in Canadian currency.

A 38-year-old male, Lawrence Dennis CHARTRAND of Winnipeg, has been charged with the following 13 offences:

  • Store Firearm or Restricted Weapon Contrary to Regs
  • Possession of a Weapon
  • Possession of a Firearm Knowing its Possession is Unauthorized
  • Unauthorized Possession of a Firearm in Motor Vehicle
  • Possession of a Loaded Prohibited or Restricted Firearm
  • Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
  • Possession of Property Obtained by Crime Over $5000
  • Operation of a Conveyance While Prohibited Pursuant to Federal or Provincial Act
  • Possession of Proceeds of Property Obtained by Crime Under $5000 x 2
  • Possession of a Scheduled Substance for the Purpose of Trafficking – METHAMPHETAMINE
  • Possession of a Scheduled Substance for the Purpose of Trafficking – COCAINE
  • Possession of a Scheduled Substance for the Purpose of Trafficking

A 36-year-old male, Gregory James SPENCE of Winnipeg, has been charged with the following 11 offences:

  • Store Firearm or Restricted Weapon Contrary to Regs
  • Possession of a Weapon
  • Possession of a Firearm Knowing its Possession is Unauthorized
  • Unauthorized Possession of a Firearm in Motor Vehicle
  • Possession of a Loaded Prohibited or Restricted Firearm
  • Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
    x 2
  • Possession of a Scheduled Substance for the Purpose of Trafficking – COCAINE
  • Possession of a Scheduled Substance for the Purpose of Trafficking – METHAMPHETAMINE
  • Possession of Property Obtained by Crime Over $5000
  • Fail to Comply with Condition of Undertaking

They were both detained in custody.  

An 18-year-old female is facing five similar charges and was released on an Undertaking as mandated by the Criminal Code.
