Carjacking/Assault Peace Officer – Arrest: C23-148906

On June 20, 2023, officers in the Central District responded to the report of a carjacking which subsequently became involved in multiple collisions resulting in damage to a WFPS engine and injury to a police officer.

At approximately 4:30 p.m., the victim was seated in her parked car in the 100 block of Pacific Avenue when an unknown female unexpectedly opened the driver’s door and pulled the victim out of her car. The victim fell to the ground, and the accused drove away in her vehicle.

At approximately 7:30 p.m., the accused was driving the stolen vehicle in the 300 block of Kennedy Street as police, and Winnipeg Fire Paramedic Services (WFPS) were in the area on an unrelated matter.

Officers approached the vehicle and instructed her to exit; however, she failed to comply and put the vehicle in reverse, striking an officer standing nearby. The vehicle continued to strike a parked WFPS truck, downed a light standard at Kennedy/Ellice then drove away.

Police received reports about a vehicle matching the suspect description and driving erratically in the 900 block of Milt Stegall Drive. Members of the Tactical Support Team located the vehicle parked nearby, and the driver was taken into custody.

The injured officer required medical attention; the original carjacking victim did not require medical attention.

A 28-year-old female, Klarissa Faye MUSWAGON of Winnipeg, has been charged with the following offences:

- Robbery

- Assault a Peace Officer with a Weapon x 2

- Fail to Stop at Scene of Accident

- Dangerous Oper of a Conveyance

- Operation of a Conveyance While Prohibited by Order Under Criminal Code

She was detained in custody.
