On June 3, 2023, at approximately 1:30 a.m., Winnipeg Police Service officers observed a known wanted male occupying the rear seat of a taxi parked in the 1100 block of Main Street.

North District Community Support Unit officers, assisted by North District General Patrol officers, approached the taxi; however, the suspect exited and attempted to flee on foot. A short foot pursuit ensued, and officers safely arrested the non-compliant suspect after a brief struggle. No injuries were reported.

During the search of the suspect, officers located and seized as evidence approximately 12.5 grams of Cocaine and 5 grams of Crack Cocaine. (Total Estimated Street Value= $1,750)

Billy Joe COUTURE, 36, of Winnipeg, has been charged with the following offences:

- Possession of a Scheduled Substance – Cocaine
- Possession of a Scheduled Substance
- Resist Peace Officer

COUTURE was also named in three arrest warrants, including an Unlawfully-at-Large warrant and a Canada-wide Apprehension and Suspension of Parole/Statutory Release warrant.

COUTURE remains in custody.
