The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Bruce Gordon NELSON, 61 years of age, a convicted sex offender considered high risk to become involved in further sexual offences.

NELSON was released from Brandon Correctional Centre, Manitoba, after serving a sentence for indecent exposure to children under 16 years of age and failure to comply with a prohibition order regarding contact with children.  He was convicted of this offence on October 26, 2022, and received a sentence of two years less one day’s incarceration (includes credit for 532 days of pre-trial custody), three years of supervised probation, and a ten year prohibition order regarding contact with children.

NELSON has a history sexual offending against children. He is an untreated sex offender and is considered high risk to re-offend in a sexual manner against children.

NELSON is expected to reside in Lac du Bonnet, Manitoba.

Bruce Gordon NELSON is a 61 year-old male with a lengthy criminal record including convictions for possession of child pornography (2 counts), distribution of child pornography (1 count), indecent exposure to a person under 16 years of age (3 counts) indecent act (2 counts), nudity (1 count), and multiple counts of breaches of court order, including prohibition orders regarding contact with children.

NELSON was released on March 5, 2023, after serving a sentence for indecent exposure to children under 16 years of age and failure to comply with a prohibition order regarding contact with children. On November 6, 2021, NELSON called three children over to his vehicle, and then exposed his genitalia to them. On October 26, 2022, he received a sentence of two years less one day’s incarceration (includes credit for 532 days of pre-trial custody), three years of supervised probation, and a ten year prohibition order regarding contact with children.

NELSON has a lengthy record for committing sexual offences relating to children. In 2009, he was convicted of possession of child pornography and distribution of child pornography. He received a sentence of 12 months concurrent custody, 3 years supervised probation and a 20 year prohibition order regarding contact with children.  In 2013, he was again convicted of possession of child pornography.  He was sentenced to 18 months custody and three years of supervised probation.

NELSON’s record also includes multiple entries for indecent acts or indecent exposure to minors.  He was previously convicted of indecent exposure to a person under 16 years of age in 2010 and 2012. For the 2010 conviction he was sentenced to four months (satisfied entirely by pre-trial custody) and three years of probation.  For the 2012 conviction, he was sentenced to six months (satisfied entirely by pre-trial custody).  He was previously convicted of indecent act in 2011 and 2014.  For the 2011 conviction, he was sentenced to six months less one day’s custody (satisfied entirely by pre-trial custody) and three years of probation.  For the 2014 conviction, he was sentenced to 180 days’ custody (includes credit for 84 days pre-trial custody).  In 2016, he was convicted of nudity without lawful excuse, and was sentenced to 4 months and 15 days custody (satisfied entirely by pre-trial custody) and two years of probation.

Upon release, NELSON will be subject to the following conditions:

  • Report to a probation officer within two working days of your release from custody and thereafter as required;
  • Attend, participate, and complete any programming and counselling as directed and supervised by your probation officer;
  • No contact or communication, directly or indirectly, with any person under the age of 16 years except for incidental contact in the community;
  • Not to attend Power Street or Burrows Avenue in Winnipeg, MB except for incidental crossing of those streets.

NELSON will also be prohibited from attending public parks or public swimming areas where persons under the age of sixteen are or can reasonably expected to be present.  He will also be prohibited from attending any day care centres, school grounds, playgrounds, or community centres.  He will also be prohibited from having any contact or communication, by any means, with a person who is under the age of sixteen years, unless he does so under the supervision of a person whom the court considers appropriate, and prohibited from working or volunteering in any way that puts him in a position of trust or authority toward a person under the age of sixteen years. 

NELSON is considered high risk to re-offend in a sexual manner against children.

NELSON is expected to take up residence in Lac du Bonnet, Manitoba.
