On January 19, 2023, at approximately 4:30 a.m., the Winnipeg Police Service responded to the report of a break-and-enter with a firearm at a multi-suite residence in the 400 block of Elgin Avenue. Neighbouring tenants provided details of a group that tried to break into the building. 

Police located the suspect group in a nearby back lane, and they were taken into custody.

A 30-year-old male, Rowan Terry Raven HARPER, was charged with Possession of a Prohibited Firearm and Failing to Comply with Release Order x 5 for possessing an improvised firing device.

He was detained in custody.

A 36-year-old male is facing charges related to Carrying Concealed Weapon Prohibited Device or Ammunition x 2 for possessing two-edged weapons.

He was released on an Undertaking as mandated by the Criminal Code.

Another adult male and an adult female were released with no charges.
