On November 14, 2022, at approximately 2:30 p.m., the Winnipeg Police Service responded to a parking lot in the 1000 block of Empress Street for the report of an adult male and an unconscious adult female who had consumed drugs in a vehicle with a child in their care.

General Patrol officers from the West District attended and met with Winnipeg Fire Paramedic (WFPS) members already on scene. Officers safely arrested the female suspect and a fleeing adult male suspect without incident. The male suspect provided officers with a false identity upon his arrest.

Through their investigation, officers learned that the two suspects attended the parking lot and consumed illicit drugs. The child was observed to be locked out of the vehicle in the elements while both suspects injected opioids and consumed marijuana.

Officers searched the vehicle and located an unlocked safe containing the following items, which were seized as evidence:

- Disassembled Smith & Wesson 9mm handgun (reported stolen)
- 30 rounds of 9mm Ammunition
- Approximately 29 grams of Cocaine (Estimated Street Value = $2,900.00)

The child was placed in safe care, and a small puppy located within the vehicle was turned over to Animal Services personnel.

The adult male and female face numerous firearms and drug-related charges. The male was detained in custody while the female was released on an undertaking as mandated by the Criminal Code.

The names of the accused are being withheld to protect the identity of the involved child.
