Sexual Assaults – Arrest: C22-217722

Update:

On September 20, 2022, the Winnipeg Police Service issued a public advisory after receiving reports from Winnipeg Transit about a male suspect causing disturbances and assaulting passengers on various bus routes during the morning commute.

The Sex Crimes Unit took over the investigation and identified a male suspect captured on CCTV causing disturbances and assaulting passengers between September 16 – 23.

During these incidents, the male boarded several buses without paying and continued to yell, swear, and assault passengers along the way. Two adult female victims eventually contacted police to report that they had been sexually assaulted while aboard these buses by the same suspect.

Additional similar incidents were captured, but the victims have not been identified.

On October 2, 2022, the Central District Community Support Unit located and arrested 36-year-old, Justin Kenneth MONAN of Winnipeg. He was subsequently charged with the following offences:

- Sexual Assault x 2
- Causing a Disturbance x 3

He was detained in custody.
