On September 10, at approximately 11:45 p.m., the Winnipeg Police Service’s Traffic Safety Section was patrolling the area of Ashburn Street and Richard Avenue when an officer observed four individuals occupying a parked vehicle which had been reported stolen.
As the officer attempted to engage with the occupants, one of the adult male suspects struggled with the officer as a second adult male attempted to flee in the stolen vehicle. The officer deployed a Conducted Energy Weapon (CEW/Taser) on both male subjects; however, one was able to flee on foot. Central District Community Support Unit officers located the first male suspect a short distance away and safely placed him under arrest. Officers learned this same suspect assaulted an adult male in a nearby business as he fled from police. The victim did not suffer any injuries and did not require medical attention.
Additional officers from the Traffic Safety Section arrived and assisted in safely placing the remaining two female and male suspects under arrest without incident.
Through their investigation, officers seized the following items as evidence:
- Sawed-off 9mm rifle with obliterated serial number
- high capacity 9mm magazine
- 9mm rounds of ammunition x 11
- 8 grams of Methamphetamine (Estimated Street Value = $400)
Marcus Garnet BLACKSMITH, 29, of Winnipeg, is charged with the following offences:
- Use of Firearm During Commission of an Indictable Offence
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of a Weapon
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
- Tampering with Serial Number of a Firearm
- Possession of Property Obtained by Crime Over $5000
- Possession of Property Obtained by Crime Under $5000
- Possession of Firearm, Restricted or Prohibited Weapon or Ammunition Contrary to Prohibition Order x 4
- Fail to Comply with Condition of Release Order
- Fail to Comply with Condition of Prohibition Order
- Assault
- Assault Peace Officer
- Obstruct Peace Officer
- Resist Peace Officer
He was detained in custody.
Danny Davis BALLANTYNE, 33, of Winnipeg, is charged with the following offences:
- Use of Firearm During Commission of an Indictable Offence
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of a Weapon
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
- Tampering with Serial Number of a Firearm
- Possession of Property Obtained by Crime Over $5000
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order x 6
- Fail to Comply with Condition of Release Order
- Operation of a Conveyance While Prohibited by Order Under Criminal Code
- Possession of Property Obtained by Crime Under $5000
- Assault Peace Officer
- Resist Peace Officer

He was detained in custody.
Clarissa Christeen MOORE, 36, of Winnipeg, is charged with the following offences:
- Use of Firearm During Commission of an Indictable Offence
- Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of a Weapon
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
- Tampering with Serial Number of a Firearm
- Possession of Property Obtained by Crime Over $5000
- Possession of Scheduled Substance – Methamphetamine
- Mischief Under $5000/ Obstruct in Enjoyment
She was detained in custody.
A 25-year-old female of Winnipeg is facing the following charges:
- Use of Firearm During Commission of an Indictable Offence
- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
- Possession of a Weapon
- Unauthorized Possession of a Firearm in Motor Vehicle
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
- Tampering with Serial Number of a Firearm
- Possession of Property Obtained by Crime Over $5000
She was released on an Undertaking as mandated by the Criminal Code.
