WINNIPEG - September 26, 2016 - Each year in September, 40 countries and 60 non-governmental organizations celebrate Right to Know Week. The purpose is to raise the awareness of an individual’s right to access government information, while promoting freedom of information as essential to both democracy and good governance.
As part of its commitment to greater transparency and accountability, the City of Winnipeg publishes records of interest to the public both proactively and in response to requests submitted under The Freedom of Information and Protection of Privacy Act (FIPPA).
FIPPA, which has been in effect at the City of Winnipeg since 1998, provides for the legal right of access to records held by the City and protects privacy and personal information by limiting the ways that personal information can be collected, used, and disseminated.
To mark Right to Know Week, the City has proactively released the following documents:
- 2015 City of Winnipeg Operating Grant Transit - Audit Report
- FIPPA Requests Received (Monthly Summaries)
- Outdoor Pools and Wading Pools Attendance by Ward (2014-2015)
- Designated Construction Zone Work Orders (January - August 2016)
- Winnipeg Transit Environment Act Licence
In 2016, the City proactively released the following documents:
- CAO Employment Contract
- City Auditor Employment Contract
- Capital Expenditures Monthly Report
- Combined Sewer Overflow (CSO) Annual Results
Earlier this year, the City completed a study that identified a number of opportunities to apply better data sharing, along with machine-readable format, to the data that is shared with the public. Several opportunities were identified across City departments to improve data sharing using the City’s Open Data Portal.
Open Data is information that is widely available, in a format that can be read by a computer and is made available for anyone to use, transform or republish without restriction. It normally only requires that the data source be cited. The practice of providing Open Data must respect all legislation and regulations regarding freedom of information and protection of privacy.
