Background
Construction for the new Windsor Park Library was identified as one of the first projects in the library’s Redevelopment Strategy. The existing Windsor Park Library was built in 1961 and is a 6,626 square foot two-level building with limited parking and accessibility. Currently, the library circulates approximately 120,000 items annually, offers approximately 90 free programs per year, and serves a catchment area of approximately 28,000 people.

In order to better meet the needs of the community, the new Library will be a multi-use facility, and will support recreation, leisure and community programming. These plans include a multi-purpose programming room, tutorial rooms and space for a collection of approximately 25,000 items. There will be increased computer access, public study and leisure space for patrons. The new Library will also accommodate parking for up to 25 vehicles.

In December 2011, Council directed the Public Service to develop a plan for library redevelopment. This long-term library Redevelopment Strategy was presented to the Standing Policy Committee on Protection and Community Services on July 5, 2012 and approved as part of the capital budget in January 2013.
