City sites for supportive housing

We are working with the Province of Manitoba and non-profit partners to create supportive housing on City-owned sites. Supportive housing is a type of affordable housing that helps people at certain life stages or with challenges like health issues, disabilities, or other barriers to housing. It helps people live more stable, independent and respectful lives.

Our role is to select the sites, rezone the land, and provide the land to the partner organizations. We’ll work with the Province to select partners to design, build, and operate the supportive housing.

For the first phase, the following five City-owned sites have been selected:

  • 546 Sherburn St.
  • 1168/1172 Plessis Rd.
  • 626 Stella Ave.
  • 75 Poseidon Bay
  • 2546 McPhillips St.

Residents are invited to learn more about the sites and rezoning process by viewing the storyboards (PDF, 7.2MB).

Three information sessions were held in September 2025. Read a summary (PDF, 1MB)about these information sessions and what we heard.  

After the information sessions, we are applying to rezone the land. A public hearing was scheduled for September 12, 2025 and was adjourned until October 20, 2025. Residents can participate by submitting written comments or by speaking in support or opposition at the public hearing
