The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU), a joint forces unit of the Winnipeg Police Service and the RCMP, is requesting assistance from the Public in locating Winston George THOMAS, 38 years old. Police are seeking to locate THOMAS as he has Warrants for failing to comply with Court Orders

THOMAS is designated a High Risk Sex Offender. 

THOMAS is described as an Aboriginal male, 5’9” tall, 240 pounds, black hair, brown eyes.

Child Sexual Abuse Imagery – Arrest: R17-23982

Investigators with the Winnipeg Police Service Internet Child Exploitation Unit (ICE) have made an arrest in a cross-border investigation of child sexual abuse imagery.

Greg Alan JAMIESON, 45 years, of Winnipeg has been charged with the following offences:
- Make Child Pornography
- Sexual Interference
- Agreement or Arrangement – Sexual Offence Against a Child (Child Exploitation)
- Agreement or Arrangement – Sexual Offence Against a Child (Make Child Pornography)

Jamieson was arrested on March 27, 2017, as a result of a lengthy investigation. In mid-2016, ICE investigators were contacted by the National Centre for Missing Exploited Children regarding Child Sexual Abuse Images from a Winnipeg-based IP address.

In November, 2016, an initial investigation of a Winnipeg residence revealed the presence of child sexual abuse images involving victims as young as eight months old. As a result, Jamieson was arrested and charged with Possessing and Making Available Child Pornography. He was initially detained in custody, however, he was subsequently granted bail.

ICE investigators continued with their investigation which revealed a communication was established, via a popular instant messaging/live-streaming app, with an as-of-yet unidentified male suspect located in the United States. This suspect was ‘live streaming’ the sexual assault of a 6-year-old child in his care. The investigation indicated that the American suspect was being directed to commit various sexual assaults against the child by an individual in Winnipeg.

As a result, on March 27, 2017, the above-noted charges were laid against Jamieson who was detained in custody. Efforts to determine the exact location and identity of the victim are continuing with the assistance of National Child Exploitation Coordination Centre and the U.S. Department of Homeland Security.
