The Winnipeg Police Service in conjunction with the City of Winnipeg Community Services Department has created the "Citizen’s Action Network (CAN)" as a direct link between the Public and your "Winnipeg Police Service Community Support Unit Constables" and "Community Services - Community Development Workers".
The goal is to increase the quality of life across Winnipeg by addressing community problems/issues before they affect the community.
Examples of problems/issues can include but are not limited to:
- Fortified houses - bars on windows, doors, etc.
- Suspicious residences where there are multiple short visits by people, or vehicles.
- Areas or residences/buildings frequented by suspected sex trade workers.
- Safety issues such as inadequate lighting in parks/public areas and community information that there have been problems there. (ie// groups of youths hanging out at all hours)
C.A.N. is NOT to be used for emergencies, crimes in progress, or meant to bypass any current reporting procedures
Definition:
Citizen’s Action Network (C.A.N.) - is a Network formed by the Winnipeg Police Service in conjunction with the City of Winnipeg Community Services Department as a way of safely receiving information from the public. The information is received by a member of the Community designated as the (CAN Coordinator), from members of the public that have neighbourhood concerns or problems including but not limited to derelict vehicles/housing, overflowing garbage bins, and other neighbourhood issues. The CAN Coordinator then forwards the information to WPS, "311", or Manitoba Justice - Public Safety as applicable. The information received is not to be of an emergency nature, in progress, or meant to bypass any current reporting procedures. CAN is the only Community information network endorsed by the Winnipeg Police Service.
Citizen's Action Network (CAN) Information Flow:
Information on (Community Issues/Problems will be e-mailed from the <PUBLIC> to the <CAN CO-ORDINATOR -Community Volunteer> to: <"311"> or <Mb Justice - Public Safety Investigations> and/or <Winnipeg Police Service - Community Support Units>, as required. (CAN Co-coordinator will triage the information based on Training received by their Winnipeg Police Community Support Unit Constable and their designated City of Winnipeg Community Development Worker.

The Winnipeg Police Service Organized Crime Unit Drug Tip Line
Please call the Organized Crime Drug Tip Line with any information regarding Organized Crime, Gang or Drug Related Information and Illegal Firearms. A Police Officer will obtain the information and callers will remain completely anonymous. This Tip Line is not for any emergencies or incidents in progress. This tip line will be answered between normal business hours, Monday to Friday and a message can be left after hours. The OCU Tip Line is 204-986-3411.

Citizen’s Action Network (CAN) - General Information:
The Citizen’s Action Network:
- Is built on the Premise of inclusion. (All groups, individuals will have access to the CAN regardless of social economic level, or community infrastructures)
- Emphasize the consolidation of Crime Prevention Groups/initiatives, Interest groups, to common goal of making their neighborhood a better place to live.
- Gives Community Ownership by getting Citizens involved at the ground level, as well as access to the resources/referrals to solve many of their own problems.
- Aids Communities to build their capacities by solving problems with the aid of various Support Agencies. (Including WPS’s Partner in this initiative: City of Winnipeg Community Services Department)
- Allows Citizens to take the concept and make it their own based on the needs of the Community while following the safeguards/training put in place.
- Is based on the idea that the residents know their area best. (1st to see/become aware of Suspicious or problematic behaviors, as well as other area issues that may contribute to future problems)
- Directly links Community to CSU Constables and Community Development Workers (Community Services Dept).
- Builds relationships with the public in a safe way.
- Builds Community ownership of their own problems/issues. Provides the resources (WPS, Community Services etc.) to help build community capacity.

Using CAN allows you to submit information immediately to the Winnipeg Police. However CAN is not a substitute for reporting crimes, making a police report or becoming a confidential informant. It is to provide information only.
