Changes to by-law enforcement coming November 20, 2017

Winnipeg, MB – Effective November 20, 2017, the City of Winnipeg will be enforcing over 600 by-law provisions under the Municipal By-Law Enforcement Act (MBEA). The City will also be responsible for screening, arranging for adjudications, and collections for these City by-law provisions. As part of this change, paying or disputing a penalty notice will be faster and more convenient than the old process.

Through the MBEA, the City has the authority to issue a penalty notice for certain violations that fall under its by-laws. The City determined that over 600 by-law offences with preset fines of under $1,000 for contraventions will be enforced by the MBEA process.

Residents receiving a penalty notice on or after November 20, 2017, will have two options: pay the violation or request a review.

There are four payment options: pay online, by phone at 311, in person at the Winnipeg Parking Authority office at 495 Portage Ave., or by mail. In most cases, residents can also take advantage of an early payment discount if the penalty notice is paid early, often reducing the fine by half.

Under the MBEA, residents wishing to dispute a penalty notice won’t have to go to provincial court and wait months to have their challenge heard. Rather, they will have the opportunity to have their challenge heard by a screening officer appointed by the City at the Winnipeg Parking Authority office. If the individual wishes to contest the screening officer’s decision, they can then have the matter heard by an adjudicator appointed by the Province.

All non-parking related tickets received before November 20, 2017, must still be contested at Provincial Court. Parking violations already fall under the MBEA process.
