City of Winnipeg Council to vote on ratification of negotiated agreement with CUPE Local 500

Winnipeg, MB - Next week, Executive Policy Committee (EPC) will be voting on the ratification of a negotiated agreement between the City of Winnipeg and the Canadian Union of Public Employees (CUPE) Local 500.

“I want to thank the negotiating committees for working together on this agreement,” said Mayor Brian Bowman. “I am pleased this is the third negotiated and ratified agreement in as many months coming forward for approval to Executive Policy Committee and Council. I believe this agreement values the important work done by CUPE employees and is fair and reasonable for both sides including taxpayers.”

The Memorandum of Agreement between the City and CUPE is a 50-month term from December 2016 until February 2021, and includes general wage adjustments of 1.5% at the end of 2017, 2018 and 2019.

Additional changes include:

  • Capping the banked overtime allowing only 80 hours of overtime to be banked and taken as time off in a fiscal year,
  • A review and reclassification of certain positions that were amalgamated by combining duties and roles,
  • Changes relating to discipline and investigation process, which now allows management to conduct investigations in a timely manner, and allows the Employer to suspend an employee temporarily without pay during an investigation,
  • All employees are now required to serve a 6 calendar month probationary period of continuous service or 1,040 regular hours worked for part-time, seasonal and temporary staff,
  • Amending the medical appointment leave from four to eight hours for the three employees who reside in Shoal Lake due to the distance and time to get to Winnipeg,
  • Adjustments made to employee benefits which allows a seasonal employee on layoff entitlement to the dental and vision benefits for a period not to exceed six months if they are subject to recall, and
  • Summer Students have a defined time period in the collective agreement and are not entitled to any of the provisions or benefits of the collective agreement with the exception of the grievance procedure.

The next steps in the approval process include the Memorandum of Agreement (MOA) being considered at the next Executive Policy Committee scheduled for Wednesday, July 5, 2017. The MOA will also need to be approved by Council.
