West Nile Virus mosquito fogging continues under provincial order

WINNIPEG - JULY 29, 2005, 11:00 a.m.- Due to the cooler overnight temperatures, the City of Winnipeg was not able to complete Thursday night's West Nile virus fogging schedule.

Tonight, weather permitting, the City of Winnipeg will continue its city-wide West Nile virus Fogging Program, as required by the Province of Manitoba’s Public Health Order. The issuance of this city-wide Public Health Order means that buffer zones are no longer in effect.

Starting at 10:00 p.m. tonight, weather permitting, the Insect Control Branch will complete Thursday's West Nile virus fogging operations in the following neighbourhoods: Lord Roberts, Earl Grey, Corydon Avenue area, River Osborne, Rockwood, Crescentwood, J.B. Mitchell, Mathers, Tuxedo, Westdale, Betsworth, Elmhurst , Eric Coy, Ridgedale, Sargent Park, Daniel McIntyre, Polo Park , Minto, Downtown, and St. Matthews.

Crews will then proceed to fog in the following additional neighbourhoods: All of St. James, Brooklands, Weston, Alexander, and Centennial.  Any of the areas identified above could be fogged between 10:00 p.m. and 6:00 a.m.

St. James Area

  • North Boundary ; Starting at the Perimeter Highway (West City Limits) and Four Mile Road  (North City Limits), east along the North City Limits, south on Sturgeon Road, east on Saskatchewan Avenue then continuing southeast across the Winnipeg International Airport to Ellice Avenue and Ferry Road, east on Ellice Avenue to King Edward Street.
  • East Boundary ; King Edward Street between Ellice Avenue and the Assiniboine River .
  • South Boundary ; The Assiniboine River between the St. James Bridge and Camp Manitou Road .
  • West Boundary ; From Camp Manitou Road and the Assiniboine River, north on Camp Manitou Road, east on Portage Avenue, north on the Perimeter Highway to the North City Limits at Four Mile Road.

Weston-Logan Area

  • North Boundary ; CPR Weston Yards between Keewatin Street and Main Street.
  • East Boundary ; Main Street between CPR Keewatin rail line and Portage Avenue.
  • South Boundary ; From Midland at Notre Dame, east along Notre Dame Avenue, south on Fort Street, east on Portage Avenue to Main Street.
  • West Boundary ; Notre Dame Avenue between Midland and the CPR Weston Yards.

In addition to these neighbourhoods, off-road vehicles will be fogging in the Kildonan Golf Course and Kildonan Park

On Saturday night, weather permitting, the rural municipality of East St. Paul and a 3-kilometer buffer surrounding the municipality will be fogged under a Provincial Public Health order that was issued Thursday July 28, 2005.  The 3-kilometer buffer will include following neighborhoods in Winnipeg : Riverbend, Rivergrove, East Kildonan, North Kildonan and Transcona.

Until the provincial Public Health Order is rescinded, fogging for West Nile virus will continue on a daily basis between the hours of 10:00 p.m. and 6:00 a.m. Fogging will not occur if there is a significant rainfall, if wind speeds are greater than 15 km/h or temperatures are below 13º Celsius. 

In determining its fogging schedule, the City will be paying particular attention to areas identified by the Province as being more susceptible to West Nile virus.  Every day, the City will issue a Public Service Announcement, providing a minimum of eight (8) hours advanced notification, to advise citizens as to where fogging operations will specifically be occurring on that given night.

To find out where City crews will be fogging, citizens are encouraged to visit the Web site at winnipeg.ca/bugline or call the Bugline at 311 daily. The Insect Control Branch has implemented automated email and telephone notification systems. Once registered, residents will receive daily phone or email notification during any and all fogging for adult mosquito control. To register for the automated email notification system, citizens can go to winnipeg.ca/wpgmail. To register for the automated telephone notification system, citizens can call the Bugline at 311.

The insecticide Malathion for ultra low volume (ULV) applications will be used. This insecticide has been approved for use in Canada by Health Canada (PMRA – Pest Management Regulatory Agency). Malathion will be used in accordance with federally-approved label directions by licensed pesticide applicators.

The City’s extensive larviciding and barrier treatment programs will continue throughout the City in conjunction with the fogging program.

Citizens are reminded to take personal protection measures by:

  • Reducing the time you spend outdoors between dusk and dawn. The peak mosquito hours are around dusk and dawn, but Culex mosquitoes will also bite during the night.
  • Wearing light-coloured, loose-fitting, long-sleeved tops and long pants when outside, especially between dusk and dawn.
  • Applying insect repellent containing DEET, according to Health Canada Guidelines. (DEET is not recommended for children under the age of 6 months).
  • Checking that door and window screens fit tightly and are free of holes.
