Notice of St. Norbert Ward By-Election – Message from Richard Kachur, Returning Officer

WINNIPEG - FEBRUARY 28, 2005 - As a result of the resignation of Councillor John Angus effective March 4, 2005, I am convening a By-Election to fill a vacancy for the Office of Councillor in the St. Norbert Ward.

The St. Norbert Ward By-Election will be held on Thursday, April 14, 2005.

All persons who reside in the St. Norbert Ward and who meet the voter eligibility requirements are entitled to vote in this By-Election. Eligibility requirements are as follows:

  • Must be a Canadian citizen, 18 years of age or older;
  • Must reside in the St. Norbert Ward on the day of the By-Election and have lived in the City of Winnipeg for least 6 months (since October 14, 2004 or longer)

Non-resident electors who own property in the St. Norbert Ward must meet the criteria as set forth in The Local Authorities Election Act, and should call 311 for more information.

In accordance with the Campaign Election Expenses and Contributions By-law, eligible Councillor candidates can commence registration on March 7, 2005. Registration forms will be available on Friday, March 4, 2005 at the City Clerk’s Department, Main Floor, Council Building, 510 Main Street. Qualifications of candidates are set out in the Information for Candidates booklet, also available at the City Clerk’s Department.

Registered candidates must file nomination papers on Nomination Day, Thursday, March 24, 2005, between 8:00 a.m. and 2:00 p.m. Nominations close at 2:00 p.m. sharp.
